Socio-Economic Caste Census – 2011

Socio-Economic Caste Census – 2011 will be conducted in Bhimavaram Municipality in 4 Phases.
Phase 1: 18th October to 28th October 2011
Phase 2: 29th October to 8th November 2011
Phase 3: 9th November to 19th November 2011
Phase 4: 20th November to 30th November 2011

SECC-2011 Methodology

  • Respondent based canvasser method would be adopted for the Census i.e. enumerator will visit every household and canvass the questionnaire.
  • Usage of Hand Held Device (HHD) (Tablet PC)
  • Separate Questionnaire is being used separately for Urban & Rural
  • The questionnaire will contain certain fields / columns, namely, the location particulars, serial number, name, relationship and sex that have already been captured during the NPR exercise.
  • The remaining fields will be canvassed and filled in by visiting each and every household.
  • If the same family is present in the household, the enumerator will have to merely fill in the remaining columns.
  • If there are new members in the HH or it is a completely new household earlier omitted, all the details will be canvassed in a blank schedule, which will not have any pre-printed data.
  • The survey would be based on a self-declaration model of the respondents. No proof or document asked from the respondent.
  • The Enumerator (a Govt.servant) would ask the questions, while a data entry operator to be provided by BEL will enter the responses into a hand held device.
  • The enumerator will record the declaration of the respondents and where she/he finds that the response is prima-facie incorrect, record his/her observation separately in the space provided for in the device.
  • The Supervisor would mandatorily visit these houses and verify the veracity of the information. The supervisor will also monitor and randomly check the filled-up questionnaires on a sample.
  • Acknowledgement slips will be provided to each HH after the enumeration.
  • Administrative boundaries as used for the Census 2011 would be used for the common survey.
  • Statutory town alone will be covered in Urban areas.
  • Census town / out growths , which were part of urban EB will be treated as part of Rural areas.
  • The Charge office will realign the EB accordingly.
  • Enumeration block as identified by the RGI will be unit for SECC.
  • The basic enumeration units would be the enumeration block consisting of 125 to 150 household (650 to 700 population).
  • The questionnaires would be canvassed by enumerators who is appointed at the local level by the nodal officers
  • As teachers cannot be utilized for this survey due to the restrictions laid down in the Right to Education Act, the enumerators will have to be appointed from among the municipal/ revenue/ development/ health etc. functionaries.
  • Supervisors have to be appointed to supervise the canvassing of information in the field by the enumerators.
  • Draft publication of all information collected except religion and caste/tribe status
  • Claims and objections
